When Discretionary relief is granted there is a cost to the council taxpayers of North Northamptonshire Council. If the property is not a Post Office or General Store, the council must be satisfied that:
- The property is used for purposes which are of benefit to the local community
- It would be reasonable for the billing authority to make such a decision having regard to the interests of the persons liable to pay council tax set by it
