Community Right to Challenge

The Community Right to Challenge gives people the right to challenge to take over local services that they think they can run differently and better. The Right only applies to the provision of services (i.e. what it is necessary to provide in order for the Council to carry out its functions). It does not provide for delegation of the functions of East Northamptonshire Council, and the responsibility for the function remains with the Council.

If an eligible group expresses an interest in running a service that is provided by the Council or on behalf of the Council by a third party, the Council will consider it, and if it is accepted, there will be an open procurement exercise. This means that the eligible group that triggers the procurement exercise may not eventually be the provider of that service.

Who can nominate?

The following groups are eligible to express an interest in running a Council service: 

  • A voluntary or community body
  • A body of persons or a trust which is established for charitable purposes only
  • A parish council
  • Two or more employees of East Northamptonshire Council
  • Any other person or body specified by the Secretary of State by regulations

What is East Northamptonshire Council’s process?

Please note that the Council will accept expressions of interest during April  each year.  If your group is eligible to express an interest in running a council service you may wish to contact the Council for an informal discussion before you make a formal expression of interest.
