What is the Household Enquiry Form?

The Household Enquiry Form (HEF) is sent to every household across Great Britain each year to check whether voter registration records are correct. It is addressed to the occupier and will contain the details of all those in the household who are registered to vote.

The form is organised locally and will be sent out by East Northamptonshire Council. However, the return address will be a London address, rather than East Northamptonshire Council.

Why do Councils send out a HEF?

The HEF is vital for local authorities to keep their electoral registers up-to-date and by completing this form, home occupiers are confirming that all details are correct.

How can I update my details?

Confirming details are correct takes less than five minutes, using a two part security code, and can be done via text, telephone or by completing the paper form. However the easiest and quickest way to confirm or update your household’s details is to visit: www.householdresponse.com/eastnorthants

You must respond by the deadline stated on the form or risk a fine. 

What is the impact of not completing the HEF?

Completing the form is mandatory, not returning it could result in a fine and losing the right to vote. But it could also have wider implications, not being registered can affect your applications for loans, mortgages and even mobile phone contracts.

Also, if you are fed up of receiving junk mail, the HEF should state whether you’re registered on the optional public ‘open register’ which is used by companies for marketing purposes. If you opt out of it, you should receive less junk mail.

What if I don’t have a form?

Don’t panic, the HEF is sent out at different times across the country, so you may not receive the form at exactly the same time each year. You may also be sent a reminder and in East Northamptonshire, canvassers are sent to visit households that haven’t replied. 

What if I have lost or thrown away my HEF?

Don’t worry - just contact East Northamptonshire Council on 01832 742119 and our Elections team will be able to advise.

How do I find out if I am registered to vote?

The Electoral Registration Officer does not publish the Register of Electors online, please contact the Electoral Services team at East Northamptonshire Council on 01832 742119 or email elections@east-northamptonshire.gov.uk.
