Changes to Council Tax discount for empty homes

Empty properties can blight a neighbourhood, encouraging vandalism and crime. In areas where there aren't enough homes to meet demand, empty properties can make the situation worse.

Our empty property strategy aims to encourage owners of empty homes to return them to use. We believe that increasing the amount of council tax payable on an empty property will help us to achieve this aim.

The Government has introduced new powers for Councils to raise more council tax from the owners of empty properties. Councils will be able to:-

1) Charge full council tax on unfurnished/unoccupied properties. This includes properties in poor condition which require, or are undergoing renovation work.

2) Charge an additional 50% council tax on properties that have been unoccupied for two years.

3) Reduce the discount for furnished/unoccupied properties from 10% to zero.

On 7 January 2013, the Council resolved to use these new powers to their full effect from 1 April 2013.
