The Wheatsheaf, Titchmarsh: East Northamptonshire Council received an Asset of Community Value nomination for this property by Titchmarsh Parish Council on the 14th August 2019. The council has now reached the decision to list this property as an Asset of Community Value in line with Community Right to legislation. The full decision notice can be found below:

August 2019

On the 5th February 2016, East Northamptonshire Council received a nomination from Oundle Town Council to list Fletton Field in Oundle as an Asset of Community Value (ACV) under the Localism Act 2011. The Council agreed that the property met the definition given within the Act and listed the property as an Asset of Community Value on the 1st April 2016.

On the 22nd July 2019, the property owner notified  East Northamptonshire Council of their intention to sell the above Asset of Community Value (ACV).  An interim six week moratorium period (expiring 02/09/19) was applied enabling eligible community groups to submit an expression of interest to bid for the property. Oundle Town Council has expressed their interest to be considered as a potential bidder for the asset. Oundle Town Council has been accepted as an eligible community group under the legislation and their expression of interest to bid for the property has therefore been accepted. The full six month moratorium period will now go in to effect. This will run from 22nd July 2019 (the date on which the owner notified the council of their intention to sell) to  22nd  January 2020, providing  bidding community groups sufficient time to raise the funds required for the purchase.

Decision Notice - The Cock Inn, Denford: This property has been nominated for relisting, as it was reaching the end of it's current listing. The council has now reached the decision to relist this property as an Asset of Community Value and has published its Decision Notice.

July 2019

On 29th June 2016, East Northamptonshire Council received a nomination from Peterborough & District Branch of CAMRA to list the Black Horse Inn in Nassington as an Asset of Community Value (ACV) under the Localism Act 2011. The Community Right to Bid (CRtB) gives people the chance to bid to buy and take over the running of assets that are of value to the local community. Local community groups (as defined within the Act) are given the right to nominate a building or piece of land for listing as an asset of community value (ACV). The Council agreed that the property met the definition given in the Act and listed the property on its website on 24th August 2016.

When a listed asset is to be sold, local community groups are given a 6 month period in which to express an interest to bid for the property, raise the necessary finance, develop a business plan and then bid to buy the asset on the open market. On 20th June 2019, the property owner notified the Council of their intention to sell the above asset of community value (ACV).  An interim six week moratorium period (expiring 01/08/19) was applied enabling eligible community groups to submit an expression of interest to bid for the property. Nassington Parish Council has expressed an interest to bid for the said property. Nassington Parish Council has been accepted as an eligible community group under the legislation and their expression of interest to bid for the property has therefore been accepted. The full six month moratorium period will now go in to effect. This will run from 20th June 2019 (the date on which the owner notified the council of their intention to sell) to  20th December 2019.  This provides bidding community groups sufficient time to raise the funds required for the purchase.

June 2019

A review was submitted on 12th April following the re-listing of The Star & Garter Public House and adjacent field, Chelveston as an asset of community value. The former decision to list The Star & Garter Public House has been overturned in light of the review and so The Star & Garter is now no longer listed as an Asset of Community Value.

March 2019

The council has now reached the decision to relist this property as an Asset of Community Value and has published its Decision Notice

February 2019

Decision Notice - The Prince of Wales Public House, Woodford: This property has been nominated for relisting, as it is reaching the end of it's current listing. The council has now reached the decision not to relist this property as an Asset of Community Value and has published its Decision Notice and Removal Notice.

Decision Notice - The Hare and Hounds Public House, Great Addington: This property has been nominated for relisting, as it is reaching the end of it's current listing. The council has now reached the decision to relist this property as an Asset of Community Value and has published its Decision Notice.

November 2018

The Hare and Hounds Public House in Great Addington has been removed from the council's register of Assets of Community Value as it been sold and is now under new ownership.  The Localism Act 2011, requires theat an asset is removed from the list following a disposal.

September 2018

The listing of the Old Nag's Head Public House in Hargrave has reached its expiry date.  This property is no longer to be listed as an Asset of Community Value.

September 2018: Registration of Bidder

East Northamptonshire Council has received written notification from Raunds Town Council that it wishes to be treated as a bidder for Raunds Library under the Localism Act 2011 (the Act).

This means that the full moratorium period of six months is now in operation.  This moratorium period will end on 2nd February 2019. During this period the owner (NCC) may continue to market and negotiate the disposal of this property, but may not exchange contracts (or enter into a binding contract to do so later), unless it is with Raunds Town Council or any other community interest group that would have been eligible to trigger the moratorium.

After the moratorium period, NCC is free to dispose of the property to whomever it chooses and at whatever price and no further moratorium will apply for the remainder of a protected period lasting until 2nd February 2020.

August 2018: Registration of Bidder

Higham Ferrers Town Council has registered as a bidder for the acquisition of the Library in the town, which has been put up for disposal.  As the library is an Asset of Community Value (ACV), a six month moratorium from the date of disposal notification is now enforced.  Until 29th December 2018, the owner (NCC) is unable to sell/lease or enter into a contract to sell/lease to any individual or body other than an eligible community group.

August 2018: Disposal of Raunds Library

Raunds library was recently added to ENC's Assets of Community Value Register. Notice was received on 2 August 2018 that the owner, Northamptonshire County Council, intends to dispose of this property.

Therefore, a six week interim moratorium period began on 2 August 2018, which allows any community interest group to make a written request to be treated as a potential bidder for the property. Potential bidders for Raunds Library must notify this council by 5pm on Thursday 13th September 2018 of their intentions.  A submission can be made by emailing: corpsupport@east-northamptonshire.gov.uk or in writing to:

This property has been nominated for relisting, as it is reaching the end of it's current listing.  The Decision was taken not to accept the Pub as an ACV because of a lack of recent Community use. You can read the full Decision Notice.

July 2018: Thrapston Town Council registers as a bidder

 July 2018: Notification of Intention to Sell ACVs

Both Thrapston and Higham Ferrers libraries are listed on ENC's Register of Assets of Community Value. Notice was given on 28 June 2018 that the owner, Northamptonshire County Council, intends to continue to dispose of both these properties.

May 2018: Thrapston Library Decision Notice

The Public Library building in Thrapston was nominated by the Town Council on 29/03/2018.  The council has now reached the decision to list this property as an Asset of Community Value and has published its Decision Notice.
