Street Cleansing Services
Street Cleansing Services
The Street Cleansing function is carried out in conjunction with the Environmental Protection Act 1990 (EPA) and the Code of Practice on Litter and Refuse. Both pieces of legislation are very complex but basically require local authorities to operate their cleansing operations to meet specific standards and to react within a specified timescale if areas fail to meet the standard required. Every adopted highway and area of land open to the public within the district is given a category or zone according to the intensity of activity that takes place in the area from people and vehicles. This in turn will determine how regularly cleaning takes place and how quickly the area should be brought back up to standard if the level of litter etc is allowed to accumulate. To report a cleansing problem please use the online cleansing request form or contact the Waste Management helpline on 01832 742026.
The zones and cleansing grades that we use are as follows:
|
Cleansing Zones |
High Intensity of use |
Medium Intensity of use |
Low Intensity of use |
Special Circumstances |
| Definition | This zone covers areas of high activity and public use such as the High Street areas of our towns. | This zone covers most housing areas and where traffic is moderate. | This zone covers most other areas where traffic is lighter and the area impacts less on people's lives. | These are areas where health and safety, reasonableness and practicality should be taken into consideration when cleansing works need to be carried out. This would include highway verges on busy roads. |
| Nature of land |
Areas which, through intense pedestrian and/or vehicular movements, are proneto fluctuations in litter and refuse and require both high levels of monitoring and frequent cleansing |
Areas affected by moderate levels of pedestrian and vehicular activity and therefore less prone to fluctuations in litter and refuse, usually situated outside centres of retail or commercial activity, but used regularly by members of the public |
Areas subject to low or infrequent levels of pedestrian and vehicular activity and therefore less prone to fluctuations in litter and refuse, often located in more rural areas |
Types of land where issues of health and safety and reasonableness and practicability are dominant considerations when undertaking environmental maintenance work (includes legislative restrictions for all land types) |
