The "normal" bill (notional charge) is found by multiplying the 2010 Rateable Value by the multiplier, a fixed fraction which the Government will set each financial year. The phasing will adjust the "last year's bill" figure by adding on the inflation factor.

Small Business Rate Relief Scheme warning - you must apply to the billing authority for registration as a small business. A ratepayer is only eligible for SBRR with either a single small property, or, one main property and other minor properties providing they each have rv's of less than £2,600 and the rv's of all the properties is under the "large threshold" (£18,000 in England and £25,500 in London). In Wales the SBRR ceiling is at least £7,800 - but £12,000 for post offices (swyddfa bost) or child care premises and £11,000 for most retail premises.

Explanation - Transitional phasing works by comparing the new "normal" bill (notional charge) with the previous year's bill. Above and below the previous year's bill there is a "normal" band, the boundaries of which are set percentages (adjusted for inflation). If the new bill falls within the "normal" band then that will be the interim (transitional) bill. If the new bill falls outside the "normal" band then the appropriate "normal" band boundary will be the interim (transitional) bill - protecting business from sudden swings. Final adjustment (supplement or relief) may apply to convert the interim (transitional) bill to an actual bill.

Caveat: At this stage we cannot know the inflation rate or business multiplier values for future years to 2015 so this phasing projection assumes that they stay much the same - past experience suggests that they will creep up slightly so the 2014-15 "normal" bill (notional charge) could be slightly optimistic. NB You can modify the inflation rates as much as you like !
